The Global Programme Division (GPD) provides global strategic leadership and policy direction, develops and monitors frameworks and standards, and ensures coherence and alignment across sectors, regions and partners. GPD strengthens country-level implementation through integrated technical support, linking global policy with on-the-ground action to deliver results for children at-scale.

UNICEF has established Centres of Excellence (CoEs) in Nairobi, Panama, Amman and Bangkok to provide high quality, demand-driven technical assistance to Country and Regional Offices, and their governments and partners. These CoEs deliver tailored assistance in priority areas such as policy reform, at-scale programme design, public finance, institutional strengthening and humanitarian response while promoting resilient development.

Minimum requirements
Education:
- Master or equivalent (Advanced University Degree) in Public Health, Civil Engineering, Environmental Applied Engineering, Water & Sanitation and any other related fields is required.
Work Experience:
- A minimum of 8 years of professional experience in WASH (Water, Sanitation and Hygiene) in Public Health Emergencies – related programs, Humanitarian Assistance, Disease outbreaks etc) at the national and/or international levels, including at least 5 years of experience in emergency and humanitarian contexts, working with the UN, government, or INGOs.
Skills:
- Navigating in Humanitarian contexts, Partnership-Building, Policy Reform, Programming, Technical Guidance, Advocacy, Knowledge Management.
Language Requirements:
- Proficiency in English and French is required.
Desirables
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Experience working with UNICEF or other UN organizations during public health emergencies is an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
