Responsibilities:

• • Review all existing project documentation, including the initial draft proposal, relevant studies, and background materials.
  • Develop a detailed inception report outlining a clear methodology, a comprehensive work plan with timelines, and a stakeholder engagement strategy for the assignment.
  • Present the inception to the supporting team composed of DBE, MoPD/NDA, UNIDO, OSF
  • Undertake a pre-feasibility study to assess the technical, financial, economic, social, and environmental viability of the proposed project interventions in the targeted woredas of Bale, Jimma, and Iluababor zones.
  • Conduct site visits as necessary to gather primary data and validate assumptions.
  • Draft the pre-feasibility report, providing data-driven recommendations to refine the project’s theory of change, logic framework, and implementation arrangements.
  • Plan and facilitate a series of stakeholder consultation workshops and meetings in Addis Ababa and the target zones in the Oromia Region.
  • Ensure meaningful participation from government entities (at federal, regional, and woreda levels), local communities, civil society organizations, and the private sector.
  • Document consultation outcomes, integrate feedback into the proposal design, and prepare a stakeholder engagement record for the final proposal package.
  • Lead the writing and compilation of the full GCF funding proposal using the official and the latest GCF template, ensuring all sections are completed to a high standard.
  • Integrate technical inputs from DBE and UNIDO, ensuring complementarity based on their respective comparative advantages and roles in the project.
  • Develop or coordinate the development of all mandatory annexes, including but not limited to the Feasibility Study, Environmental and Social Safeguards (ESS) report, Gender Assessment and Action Plan, and the project’s Financial Model.
  • Present the draft funding proposal and key findings to stakeholders (NDA, DBE, UNIDO, Oromia Region, MoA (EFD), EPA, and all relevant stakeholders, including the private sector and CSO) for validation and gather final feedback.
  • Revise the proposal and all related documents based on consolidated feedback to produce a final, submission-ready package.
  • Provide technical support to DBE, UNIDO, and the NDA during the GCF’s review process, including responding to any requests for clarifications or additional information.

Education:

• Master’s degree or higher in Environmental Science, Natural Resource Management, Climate Change, Development Economics, Forestry, or a related field.

General Experience

• At least 10 years of progressive professional experience in designing and developing climate change mitigation and adaptation projects.
• Proven track record of successfully developing and securing approval for at least two (2) funding proposals for the Green Climate Fund (GCF) or other major climate funds (e.g., GEF, Adaptation Fund).
• Extensive experience in conducting feasibility studies, pre-feasibility analyses, and/or cost-benefit analyses for large-scale environmental or rural development projects.

Functional

• Deep understanding of the GCF’s investment criteria, results management framework, and specific requirements for funding proposals.
• Familiarity with developing Environmental and Social Safeguards (ESS) documentation and Gender Assessments.
• Strong analytical and writing skills, with the ability to synthesize complex technical information into a clear, persuasive, and concise narrative.
• A proactive attitude, with an ability to find workable solutions promptly.
• Punctual, professional, and ability to work under pressure and meet tight deadlines.
• Strong interpersonal skills and the ability to work effectively in a team with multicultural and interdisciplinary staff and diverse stakeholders.

Language:

Excellent written and spoken English is essential. Proficiency in Amharic or Afan Oromo would be a strong asset.
