JOB PURPOSE:

To deliver professional, client‑focused HR services across specific Country Offices by partnering with managers to implement effective HR solutions aligned with WFP corporate priorities. As a Roving HR Officer, the role ensures consistent application of HR policies, supports operational agility, and enhances workforce management in diverse and evolving contexts. The job holder report to the senior Human Resources Officer, or their designate.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. Contribute towards the development of country specific plans and processes, and deliver HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies.

2. Provide Roving HR Support to Country Offices. Deliver timely, HR support to Country Offices requiring surge capacity, operational backfill, or specialized expertise.

3. Support Country Offices in end‑to‑end recruitment processes, including workforce planning, vacancy management, candidate screening, interviewing, selection, and onboarding.

4. Coordinate L&D activities in collaboration with CO management, helping to identify learning needs and facilitate implementation of corporate learning programmes.

5. Support initiatives that strengthen staff engagement, wellbeing, diversity, equity, and inclusion across Country Offices.

6. Contribute to staff capability building, working with managers to understand individual skills and business requirements, and organizing/delivering development solutions which equip people with the skills and knowledge required to meet current and future challenges.

7. Deliver onboarding activities which ensure new employees have positive experience of WFP, and are successfully integrated into their new role and the organisation.

8. Contribute to building and managing talent within WFP, working with managers to understand their needs and delivering solutions to recruit, retain, manage and develop a high caliber workforce to deliver business objectives.

9. Support organizational design activities that enable senior management to define and organize structures and jobs, and allocate people to the right places in order to improve efficiency.

10. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.

11. Collate and analyse data for the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.

12. Contribute to continuous improvement by implementing new/updated HR policies, procedures and systems and recommending improvements to ways of working.

13. Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE – HR SERVICES:

  • Has provided directions and instruction to more junior staff members within area of expertise.
  • Has gained extensive experience providing administrative and systems support across multiple activities in employment life cycle including: recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience:

  • Three or more years of postgraduate professional experience in Human Resources with an interest in international humanitarian development.
  • Demonstrated experience in providing HR services across multiple HR functional areas (e.g., talent acquisition, benefits, contract management, workforce planning).
  • Experience in supporting field or emergency operations, or in multiple duty stations/country offices.
  • Experience of using HR information systems (e.g., Workday, SAP, or similar platforms)

Knowledge & Skills

  • Broad or specialized knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.
  • Ability to supervise and support more junior and/or less experienced members of the team.
  • Ability to work with minimal supervision.
  • Ability to analyze data, draw conclusions and recommend a course of action.
  • Good communication skills required to give and receive information and work with a variety of individuals.
  • Ability to establish and maintain effective relationships with clients and provide client oriented service.
  • Ability to engage with high level stakeholders.
  • Ability to identify client’s needs and match them to appropriate solutions.
  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems including Workday, WINGS and Payroll application systems.
  • Proven experience supporting HR operations across multiple countries.
  • Ability to build strong working relationships across diverse teams, culture and professional background.

Language: Fluency (level C) in English language.
