Duties and Responsibilities:
- Develop, implement, and maintain project Monitoring and Evaluation (M&E) frameworks, indicators, and reporting systems in accordance with ILO, RAAMP, and World Bank requirements. Support the preparation, updating, and monitoring of project Results Frameworks, Logical Frameworks, and Key Performance Indicators (KPIs). Monitor project implementation progress against approved work plans, targets, and performance indicators for effectiveness, efficiency, sustainability, and impact
- Support baseline, mid-term, and end-line evaluations of project activities and interventions. Collect, verify, and manage project performance data from State Project Implementation Units (SPIUs), contractors, and community-based maintenance groups.
- Support the development, operation, and maintenance of Management Information Systems (MIS) and rural roads asset management databases. Maintain accurate and up-to-date databases related to rural roads maintenance, infrastructure performance, employment generation, and capacity development activities.
- Review existing rural roads inventory and asset management systems, including road condition inventories, network characteristics, geographical features, and constraints, and provide technical inputs for system improvement.
- Provide technical and conceptual advice regarding the development, modification, and application of MIS and rural roads database systems.
- Ensure standardized data collection tools, methodologies, and reporting templates are utilized across project locations.
- Conduct regular field monitoring visits to verify project implementation progress, outputs, and data quality to Ensure accuracy, completeness, and reliability of project data in compliance with ILO and World Bank standards.
- Prepare monthly, quarterly, and annual project progress reports, communication materials, short films, Human stories in accordance with ILO and World Bank reporting requirements. Prepare technical reports, analytical briefs, presentations, and documentation for internal and external stakeholders
- Monitor compliance with ILO employment-intensive infrastructure approaches and decent work principles. standards, World Bank requirements, and approved project implementation plans.
- Support financial and technical monitoring of rural road maintenance and infrastructure activities. Participate in project review meetings, technical missions, and stakeholder consultations with government agencies, RAAMP, and development partners.
Required qualifications
Education:
- First level university degree in in socio-economic research, business, economics, international development, civil /highway engineering or another relevant technical field.
Experience:
- At least two years of experience in Monitoring and Evaluation of Projects especially Road’s infrastructure works of with employment intensive rural road rehabilitation and maintenance, project formulation and management.
- Proven experience in GIS and its use in Roads projects.
- Proven experience working and engaging with governments’ agencies, private sector contractors, donor agencies, and a heterogeneous team composed of consultants, specialists, and local collaborators of different educational and cultural background, in remote/difficult settings.
Technical requirements:
- Proven knowledge in the planning and implementation of rural transport infrastructure works MIS system,
- Extensive experience in the development and implementation of employment-intensive (labour-based) public works and an understanding of the ILO decent work agenda,
- Good knowledge of GIS, Reporting system and project stakeholder consultations and mobilisation,
Languages:
- Excellent command of English and good knowledge of Nigerian local language.
